The regulatory framework
UBBL 1984 by-law 203 sets baseline floor-covering fire requirements per building Purpose Group. The Eighth Schedule lists allowable surface materials by Class. MS 1183:2015 is the consolidated fire safety code. BOMBA reviews the building’s overall fire safety package, submit floor covering fire test certificates at BOMBA submission.
Floor classification: BS 476 Part 7
BS 476 Part 7 classifies surface spread of flame for floors. Class 1 is the highest performance. Hospitals, schools, hotels and assembly buildings require Class 1.
European classification: EN 13501-1
EN 13501-1 is the European Euroclass system for reaction to fire. For floors: A1fl (non-combustible), A2fl, Bfl, Cfl, Dfl, Efl, Ffl. Suffix -s1 / -s2 indicates smoke production. Bfl-s1 is the typical commercial vinyl target. Critical heat flux measured per EN ISO 9239-1.
The wall-Class 0 vs floor-Class 1 confusion
Class 0 is a WALL surface classification (combination of BS 476 Part 6 + Part 7 results). It does NOT apply to floors. Architects and contractors frequently confuse the two. For floors, specify BS 476 Part 7 Class 1 OR EN 13501-1 Bfl-s1.
BOMBA approval
BOMBA does not maintain a "BOMBA-approved flooring list." The product’s underlying fire test certificates are the basis of approval. Submit current test certificates from a recognised laboratory.
