MS 1183:2015 Fire Safety Code (consolidated). MS 1184:2014 Universal Design and Accessibility (supersedes 2002). MS 1525 Energy Efficiency for Non-Residential Buildings (mild flooring relevance). MS 1500 Halal Standard (affects food-processing / kitchen flooring spec). MS 1480 Food Safety. Architects should cross-check current editions via the Jabatan Standard Malaysia (JSM) catalogue when drafting tender language, citing a superseded edition is the most common avoidable specification error.
JKR Standard Spec 20800
Public Works Department master specification for building works. Section K covers finishes including flooring. The reference for all government projects. Tender responses should mirror the clause numbering in the latest JKR-issued copy. The JKR Section K floor-covering clauses typically require SIRIM-certified or equivalent material, BS 476 Part 7 Class 1 OR EN 13501-1 Bfl-s1 fire performance, DIN 51130 R-rating evidence, minimum 10-year manufacturer warranty, and CIDB-registered installation with the relevant SCORE rating.
SIRIM certifications
SIRIM Mark, product compliance certification (the basic SIRIM stamp on a product confirms it meets the stated Malaysian or international standard). SIRIM Eco-Label, environmental performance certification (a separate scheme covering VOC, recycled content, lifecycle impact). MyHIJAU, green product registration operated by GreenTech Malaysia (a procurement-aligned registry, distinct from SIRIM). Three different schemes; competitors conflate them. Specify which is required in the tender document.
UBBL 1984
Uniform Building By-Laws 1984. By-laws 203–205 cover fire safety of internal linings (including floors). The Eighth Schedule lists allowable surface materials by Class for each building Purpose Group. For tender responses, refer to the UBBL Eighth Schedule directly to confirm the surface-material Class required for the project’s Purpose Group, hospitals (Purpose Group V: institutional) fall under the most restrictive class.
CIDB SCORE star rating
CIDB SCORE (System for Construction Industry Standard Operating Requirements & Engagement) is a star-rating system for contractors. Affects pre-qualification for government tenders. Specify minimum SCORE rating in tender documents, typically 4-star for general government work, 5-star or 6-star for healthcare and high-value infrastructure.
